Local governments around the world have increasingly turned to "local diplomacy" as an important tool to compensate for scarce local resources. Local diplomacy is a long-standing and newly recognized phenomenon.
The international community's shift toward reciprocal interactions is centered on discovering local values. This is because local governments have emerged as key actors in growth and innovation in a shift away from state-led growth models. In recognition of this, this session will focus on strengthening the innovation capacity of stagnant regions through local diplomacy, and will present an ideal model and implementation strategy for local diplomacy in Korea.
