The Policy Development for Governance to Support the Elderly with Disabilities Beyond the Border Between Disabled and Non-Disabled

Korea's aging rate is the fastest among OECD countries, and the number of elderly people with disabilities is also increasing rapidly. The number of registered disabled persons in Korea increased by 5.7% to 2,501,000 in 2013 and 2,644,000 in 2021, but the number of elderly persons with disabilities increased by 34.5% to 1,009,000 in 2013 and 1,358,000 in 2021.

In addition, among newly registered persons with disabilities, the proportion of those aged 65 and over was 36.4% in 2013 and 55.1% in 2021, with the elderly and disabled accounting for more than 50% from 2017.

Due to the aging of the disabled and the occurrence of disabilities because of aging, the ratio of the elderly with the disabled to the registered disabled is expected to increase continuously.

On the other hand, the elderly with disabilities are a vulnerable group with a combination of disabilities and the elderly, but in the meantime, each welfare policy is being pursued in the fields of the elderly and the disabled. It is a time when a complex policy is needed that encompasses policies for the elderly and the disabled that take into account the continuously increasing vulnerability of the elderly and disabled.
Accordingly, we share the current status and policies of the elderly with disabilities in domestic and foreign advanced regions and prevent the occurrence of disabilities due to aging. Also, we support social activities for the disabled and healthy old-age life through cooperation in two areas, such as providing help for vulnerable elderly people with disabilities. We plan to discuss ways to develop policies for the elderly with disabilities that can complement each other and coexist across the boundaries of disabled and non-disabled people. In addition, we intend to explore the establishment of a safety net in the local community in preparation for the approaching super-aged society by discussing the policies and systems that can be supported according to the characteristics of the type of disability and age.
