Case Studies on the Advanced Countries’ Decentralization Process for Upgrading the Jeju Special Self-Governing Province’s Devolution Level

The process of expanding the competitiveness of local and regional governments for a nation’s capacity building is deeply attributable to the decentralization strategy a long time ago, chosen by the European Member Countries and the United States where they are already regarded as further decentralized countries. Korea has also chosen decentralization, since 1991, to overcome the limitation of centralized competitiveness and make the locals involved directly in the decision-making process. And, as the pilot area, the Jeju Provincial government wased in 2006 for a more advanced model of decentralization. This session will discuss finding a new way of forwarding the Jeju Provincial Government’s decentralization model by highlighting the US Home rule case of the city charter. Compared with the Japanese decentralization model, our debate focuses on forging an appropriate devolved model for the Jeju Provincial Government cherished as a desirable decentralization model across the whole country of Korea.
