Prof. So is working at Konkuk University, has done activities in an NGO(CCEJ), and advised about the policies of governments. Recently, Prof. So referred policies to a committee as a member of the Presidential Commission on Policy Planning(PCPP) and a chairman of the policies committee in CCEJ. He is a practical scholar with theory and practical experience by having worked in CCEJ and PCPP. He writes many books as <local vision and the future of nation>(2017), <Where is Korean democracy>(2012), <Capacity and policy innovation of local government>(2008), and <Theory and practices of local governments>(2002).
