Seongho Ahn was president of Korean Association for Local Government Studies and vice president of Daejeon University. He took part in several government reform practices as chairman of Special Committee for Establishing Jeju Special Autonomous Province and as a member of other presidential committees. He also served as founding co-chairman of Decentralization Movement for Sustainable Korea. He received his Master and Ph.D. degrees in Public Administration from Seoul National University.
Currently, Seongho Ahn is honorary professor of Daejeon University. He is chairman of Sejong-Jeju Select Committee for Special Autonomy & Balanced Development and also co-chairman of People's Action for Constitutionalizing Decentralization.
Seongho Ahn authored Power Sharing Democracy: From Leviathan to Self-Governing Community (2nd ed. 2018), Constitutionalizing Bicameralism in Korea (2013), Decentralization & Participation: Lessons form Switzerland (2006), East Asian Cooperation in the Golcal Era (2006), Local Governance and Local Policies (2004), A Study on Swiss Federal Democracy (2001), Local Autonomy in Korea: Theory and Practice (1996) and others.

안성호는 한국지방자치학회 회장과 대전대학교 부총장을 역임했으며, 제주특별자치도지원특별위원회 위원장과 다른 대통령 위원회 위원으로서 정부개혁실무에 참여했다. 아울러 지방분권국민운동 창립공동의장을 역임했다. 서울대학교에서 행정학석사학위와 행정학박사학위를 받았다. 현재 대전대학교 명예교수이며, 제주세종자치분권균형발전특별위원회 위원장과 지방분권개헌국민행동 공동의장을 맡고 있다. 주요 저서는 <왜 분권국가인가: 리바이어던에서 자치공동체로>(개정판, 2018), <양원제 개헌론: 지역대표형 상원연구>(2013), <분권과 참여: 스위스의 교훈>(2006), <세방시대 동아시아 협력>(2006), <지방거버넌스와 지방정책>(2004), <스위스연방민주주의 연구>(2001), <한국지방자치론>(1996) 등이다.
