Each country in the era of globalization has transcended the national border and made an effort to secure talented personnel and manpower.
Currently, the concepts of previous national power have been collapsed. We have entered the era when new elements become important such as man and data. Considering in the aspect of diplomacy and national security that the Republic of Korea confronts, under the situation of overseas Koreans who have been active in 193 countries and the secured digital technologies, it is mandatory to establish a global Korean network.
Recently, as we learn from the war in Ukraine, rather than the previous paradigm of international politics, the methods of diplomacy that utilize digital and SNS have contributed to the neutralization of war. In the category of public diplomacy being spread through digital technology and SNS, the hegemony of war seems to act differently. While the diplomatic policy of public diplomacy has been utilized as the critical element, the role of the subject for public diplomacy has become important. Beyond the category of occupations, the network in each field itself has become the subject of diplomacy. In such a view, as for the critical matter of diplomatic policy, it requires of the attention on the establishment of the global Korean network which utilizes 7.5 million overseas Koreans.
Beyond the previous concept of race-centered Korean community, a network on the basis of global citizens' conscience should be established where overseas Koreans, Korean citizens and people of the world go forward together. Through such network, mother country of Korea shall maintain a mutual supplementary relationship with overseas Koreans to resolve the problems that the international society confronts.
