Recently, the volatility of the global economy has increased, such as Brexit, new protectionism, and the difficulties in expanding national-level cooperation and dialogue channels in Korea, China, and Japan. We suggest that the three countries of growth center establish a flat form for economic cooperation. In particular, the three special economic zones in Korea, China, and Japan, which have complementarity and cooperation potential in the stage of industrial development, are enough to discuss the corporate value chain, trade investment, capital and project cooperation, electronic commerce, and logistics cooperation.
