Diplomacy for Promoting Human Capital Exchanges in Emerging and Critical Technologies

Developing human capital is essential for strengthening a nation’s R&D competitiveness in emerging and critical technologies relating to quantum information, 5G·6G, AI, etc.
This is why leading universities and research institutions in Korea are seeking hard to create opportunities for joint research and human capital exchanges with their overseas partner institutions. The government also needs to take part in this endeavor since a nation’s competitiveness is directly linked to its competitiveness in science and technology.
In this session, participants will identify the bottlenecks in promoting human capital exchanges between universities and research institutions, as a way to enhance the national R&D competitiveness in emerging and critical technologies, and discuss diplomatic measures to resolve the bottlenecks.
