Issues and Prospects of the Jeju Special Act as a Leading Model for Decentralization

Jeju Special Self-Governing Province, which was launched in 2006, is a leading model of decentralization in Korea. Until now, more than 5,000 central government authorities have been transferred to carry out it, proving that local government can fully demonstrate their capabilities in accordance with the region.
As a result, the Local Autonomy Act was revised in Korea last year, and the local government’s guarantee of autonomy was institutionalized nationwide. The reorganization of the self-governing police system also played a big role in the successful settlement in Jeju.
Based on the achievements of the past 15 years, Jeju Island is preparing a revision to the Jeju Special Act, which includes ▲the transfer of comprehensive central authority ▲the reinforcement of residents’ self-determination ▲the transfer of ownership of state property.
In this session, we will look at the related issues based on the perception that in order for sustainable peace to be established, a social structure centered on local residents should be created through decentralization.
We assume the way to resolve economic growth and inequality without neglected class of people aimed at inclusive prosperity is to establish a definite settlement of decentralization.
Based on this, the government will focus on legal issues which are necessary to move toward substantive decentralization, and seek tasks and improvement measures for the revision of the Local Autonomy Act.
