Hee-Seung Na is principle researcher of Korea Railroad Research Institute (1997-) and UNDP(UNITED NATIONS DEVELOPMENT PROGRAMME) National Consultant of ROK(2012-). He served as Advisor of Presidential Committee of ROK on Northeast Asian Cooperation Initiative, The secretary-general of The International Symposium on Iron Silk Road and ASEM, Advisor of The Ministry of Construction and Transportation of R.O.K, and Director General in the Planning Division of Korea Railroad Research Institute (2010-11). He also works as Adjunct professor of Seoul National University of Technology Graduate School of Railroad (2000-06), Advisory Subcommittee Chairman of Korea Rail and Korean Society of Railway(2014-), Advisory committee member of Korea Rail Network Authority, and member of South Korea-North Korea-Russia Railway Ministerial Meeting and Korea-Russia Transportation Cooperation Committee. He obtained Ph.D. and M.S. in Mechanical Engineering from KAIST of ROK (1990-1996) and D.E.P.S.U.P. in Physics from University of Poitiers of France (1996-1997). He published Construction of Trans Korean Railway (collaboration, 2013), 20 years post-Soviet: The future of Central Asia (collaboration, 2011), Korean peninsular toward Eurasia and Russian partnership (collaboration, 2011), Inter-Koran Economic Cooperation Policy and Practical Issue (collaboration, 2009).
