Youngse Kwon is currently an attorney-in-law at Barun Law LLC. From 2013 to 2015, he served as an Ambassador to China. Previously, he was a third-term lawmaker, elected from Youngdeongpo-gu, Seoul in 2002, 2004 and 2008. At the National Assembly, he chaired the National Intelligence Committee (2010-2012) as well as served in a various standing committees, including Science, Technology, Information and Telecommunications Committee, Foreign Affairs and Unification Committee, Strategy and Finance Committee and National Policy Committee. Also, he chaired the ROK-Germany Parliamentarian's Friendship Association (2008-2012) at the National Assembly.
Kwon held senior positions in the ruling New Frontier Party which included a chief of Legal Affairs Division (2004), chairperson of Strategy Planning Committee (2005), Supreme Council Member (2006-2007), chairperson of Seoul Party Chapter (2009-2010) and Secretary-General (2008, 2011-2012).
Having passed the National Bar Exam in 1983, Kwon worked at several local prosecutors’ offices, Ministry of Justice and Supreme Prosecutors’ Office for ten years (1989-1999) as a public prosecutor and later as an attorney-at law since 1999.
He graduated from Seoul National University with LL.B. and holds LL.M. from Seoul National University and M.A. in Public Administration from Kennedy School of Harvard University. He was a visiting scholar at Law School, Harvard University from 2001 to 2002.
