김성곤 이사장은 2020년 11월 재외동포재단 이사장으로 취임했다. 고려대학교 사학과를 졸업했고 템플대학교 종교학 철학박사이다. 제31대 국회사무처 사무총장이며, 제15대, 17대, 18대, 19대 국회의원을 역임했다. 사단법인 평화 이사장, 아시아종교인평화회의 명예의장, 국회국방위원회 위원장, 한국종교인평화회의 사무총장을 역임했다.
