Mr. Seung Bae Kim serves as the Executive Director of Tourism Policy Division at Jeju Special Self-governing Provincial Government and took various key posts including the head of Low Carboan Policy Bureau, Self-governing Administration Team, and Performance Management Team. Mr. Kim was born in Gujwa, Jeju and graduated from Jeju International University with a Bachelor’s Degree in Public Administration.

김승배 과장은 현재 제주특별자치도청에서 관광정책업무를 총괄하는 관광정책과장으로 재직하고 있으며, 이전에는 저탄소정책과장, 자치행정팀장, 성과관리팀장 등의 주요 보직을 역임한 바 있습니다. 1963년 제주 구좌읍 태생으로 제주대학교에서 행정학을 전공하였습니다.
