Dr. Kenzo Hiroki is Director, Water Planning Division Water Resources Department of Ministry of Land, Infrastructure, Transport and Tourism (MLIT).
Dr. Hiroki joined Ministry of Construction in 1982 after graduation from Civil Engineering Department, Tokyo University. Since then, he has been engaged in legislation, policy and planning formulation, and project implementation on Integrated Water Resources Management, water environment protection, and disaster risk reduction nationally and internationally for over 30 years.
Dr. Hiroki joined Secretariat of the 3rd World Water Forum in 2000 as Vice Secretary-General. After success of the WWF3 in 2003, he moved to the UN, New York to serve as Head of Secretariat, UN Secretary General’s Advisory Board on Water and Sanitation (UNSGAB) in 2005 through 2008. His achievement in the UN include establishment of High Level Expert Panel on Water and Disaster (HELP/UNSGAB) under the chairpersonship of Dr. Han Seung-Soo, former Prime Minister of Korea,
Back in Japan, he was posted as Director of Cabinet Office and Principal of UNESCO- ICHARM before the incumbent position. He served as Vice Chair of Global Water Partnership until 2014. He is curr3ently Member of UNSGAB.
He has Ph. D (International Studies) from Tokyo University
