[4-G] Northeast Asian Maritime Order and Regional Security Cooperation: Looking for
[Korea Institute for Maritime Strategy(KIMS)]

Northeast Asia is facing a variety of traditional and non-traditional threats which are made more intractable by the competition and animosity of the regional states. Pressing issues include dealing with North Korean submarine proliferation and improving the response to regional maritime natural disasters, both of which urgently require comprehensive cooperative measures.
This session is intended to formulate solutions to such challenges. President Park Geun-Hye has announced an important regional strategy, the “Northeast Asia Peace and Cooperation Initiative” (NAPCI), which aims to encourage and consolidate direct and indirect regional cooperation. If this vision is to reach fruition, however, we must develop an exceptionally effective system of regional maritime cooperation, with greatly expanded intraregional connectivity fashioned around the particular geographical characteristics of Northeast Asia.
This session hopes to identify practical and functional building blocks of cooperation, which can be synergistically combined to implement the specific themes and strategies of the NAPCI. It is our firm belief that, only through much closer maritime cooperation, as articulated by the NAPCI, is there any prospect of building consensus and stabilizing the Northeast Asian region: there is simply no alternative route to peace and prosperity.

동북아시아 지역에는 전통적 안보 위협과 비전통적 안보 위협이 상존하고 있으며 경쟁과 협력 또한 동시에 나타나고 있다. 예를들면 잠수함 확산과 같은 북한의 위협과 역내 해양재난 등 각종 비군사적 위협에 대한 공동 대응 요구가 대표적이다.
이러한 위협들은 대부분 해양 문제와 연관하여 발생되고 있으며, 이에 대한 관련국 간 협력이 어느 시기보다 절실한 시점을 맞고 있다는 전제 아래 이 세션을 개최한다. 2013년 11월 박근혜 대통령은 ‘동북아평화협력 구상(NAPCI)’을 제안하였으며, 이에 따른 각종 협의회가 추진되고 있다. 그러나 동북아의 지리적 특성에 따라 상기 구상은 해양협력을 통해 촉진되고 활성화될 수 있는 것으로 평가되고 있다.
이에 본 세션에서는 동평구 이행의 계기(모멘텀)를 해양영역에서 모색하고자 한다. 특히 우리 정부의 동평구 추진이 주변국만이 아닌 역내 관련국과의 해양협력을 통해 더욱 구체적이며 기능적으로 결실을 볼 수 있는 방안과 영역이 무엇인가를 탐색함으로써 동평구를 구체적으로 실천에 옮기는 데 기여하고자 한다.
