[5-D] Building a New Tripartite Cooperation of Korea, China, and Japan
새로운 한·중·일 협력관계 구축

Currently, insecurity and conflict coexist in East Asia. The growth of China, the economic recession in Japan and the rebalancing policy by the United States have influenced the security of many countries in the region. Korea and China have suffered conflicts with Japan over history, and China and Japan are locked in confrontation in a territorial dispute over the Senkaku Islands (called Diaoyudao Islands by China,) which caused the suspension of trilateral summits for two years. The nuclear arms test by North Korea and its missile launches also make the security situation in the region more volatile.
Recently, there have been moves to improve the ties between Korea, China, and Japan. However, the fundamental causes of conflict remain intact. It is high time to prevent clashes and create the means to stabilize the region. In recognition of the need for a new cooperative relationship among three East Asian countries, experts from Korea, China and Japan will discuss concrete measures to accomplish this.

현재 동아시아에는 불안정과 갈등이 동시에 존재한다. 중국의 성장과 일본의 경제 침체, 그리고 미국의 재균형 정책은 동아시아 역내 많은 국가들의 안정에 영향을 미쳤다. 한국과 중국은 역사 문제로 일본과 갈등을 겪고 있으며 중국과 일본은 센카쿠(댜오위다오) 영유권 문제로 대립하면서 3국 정상회담이 2년 간 중단되기도 했습니다. 북한의 핵실험과 미사일 발사는 역내 안보 상황을 더욱 불안하게 만들고 있다.
최근에는 한국과 일본, 중국과 일본 간 관계를 회복하기 위한 움직임이 나타나고 있다. 그러나 갈등을 일으킨 원인은 근본적으로 바뀌지 않은 상황이다. 상호충돌을 방지하고 지역의 안정을 도모할 방안이 요구되는 때이다. 이를 위한 한중일 3국의 새로운 협력관계 구축이 필요하다는 전제 아래, 한중일 3국 전문가들이 한 자리에 모여 세부방안을 논의한다.
