한미동맹은 지난 수십 년 간 역내 위기에 직면했던 양국의 안보 기반이었다. 양국의 신임 대통령 취임, 2018년 북한과의 관계 해빙의 후퇴, 북한의 지속적인 핵무기 개발, 미·중 대립 관계의 심화, 중견국으로서 한국의 영향력 증가 등 그동안 변화가 생겼다. 어떻게 평화를 유지할 것인가 북한의 핵무기에 어떻게 대응할 것인가, 동북아시아와 세계에서 한국의 장기적인 역할을 어떻게 규정할 것인가, 미국은 동북아 지역에서 물러날 것인가 등 분명한 도전과제들 역시 존재한다. 이러한 변화와 도전과제는 어떤 기회들을 제시하는가? 미국 대통령은 4년마다, 한국 대통령은 5년마다 바뀔 수 있는 반면 북한의 지도자는 수십 년 동안 집권할 가능성이 높다. 각국은 어떻게 국내적으로 수십 년에 걸친 접근 방식을 도출하고, 그 둘을 조정할 것인가?


The ROK-US alliance has been a security bedrock for both countries for decades as they faced challenges in the region. There have been changes: new presidents in both countries, a pullback from the warming relations with North Korea in 2018, continued North Korean development of nuclear weapons systems, a more confrontational relationship between the US and China; South Korea’s growing influence in the world as an ever more robust middle power. There are clear challenges: how to keep the peace; how to deal with North Korea’s nuclear weapons; how to deal with China given South Korea’s economic relationship it; how to define South Korea’s long term role in NE Asia and the world; will the US draw back from the region? What are the opportunities the changes and challenges present: US presidents can change every four years, Korean presidents every five, North Korea’s leader is likely to be in place for decades. How does each country create a multi-decade approach domestically, and then coordinate the two?
