Rethinking Middle Power and Public Diplomacy: Opportunities and Constraints

Classical geopolitics is playing out again in world politics, where non-great powers barely have room to play. But at the same time, disruptive technologies emerge as another force of change, empowering and enabling non-state actors and lesser powers. This leads to the “deterritorialization” of world politics and opens a new horizon for non-great power countries. This seems particularly so in the emerging new field of non-traditional public diplomacy. This session is intended to explore the issues and roles middle powers should pursue in public diplomacy amidst the interplay of two mega forces, geopolitics, and technologies, shaping this century's international order.
