The ITOP(Inter-Islands Tourism Policy) Forum was established in 1997 by four local governments (including Bali, Indonesia; Hainan, China; and Okinawa, Japan) possessing the geographical and industrial homogeneity of islands and tourism. It has grown into a consultative body of 10 member regions and 3 general observer regions. With the rapid growth of tourism around the world, balanced growth that takes into account economic benefits and social costs is becoming more important than ever. To this end, “local community-based tourism” for the localization of tourism income is the most basic requirement to support environmental, economic, and social sustainability. Moreover, the activation of community-based tourism is meaningful in establishing a virtuous cycle structure for the local community. It does so by differentiating island tourism contents of the area and ultimately improves the level of satisfaction of tourists, increasing their return rate and duration of stay.
