The Strategy for Peaceful Use of Han River Estuary Neutral Zone Under New South Korean Government

Han River Estuary refers to the area from the mouth of the Imjin River, where Han River and Imjin River meet and flow together into the West Sea, to Maldo Island of Ganghwado Island. The private use of the ground area in the DMZ has been banned. In contrast, the maritime area is a neutral zone where private use is allowed for both South and North Korean ships in accordance with Article 1, Paragraph 5 of the Armistice Agreement. However, practically, access to the area has been restricted since the ceasefire except for limited passages of ships. It is necessary to have a discussion on the neutral territory of the Han River Estuary and to make a plan for South Korea and North Korea to use the territory. In this session, along with the joint research on Han River Estuary and the designation of peace park issues, we are going to discuss the strategy on the use of the neutral territory of Han River Estuary to seek new ways to promote cooperation between South Korea and North Korea.
