Amid growing uncertainty and strategic competition in the international order, traditional diplomatic channels alone are increasingly insufficient for sustaining trust and cooperation between countries. This session aims to examine the role that parliamentary diplomacy between Korea and Japan can play under these evolving circumstances, while exploring practical ways to enhance sustainable cooperation despite historical and political constraints. In particular, the discussion will focus on how legislative diplomacy can complement government-to-government relations by providing greater flexibility and channels for communication and confidence-building. The session will also consider future directions for institutionalizing Korea–Japan parliamentary diplomacy, including the establishment of regular consultative mechanisms, the expansion of cooperative agendas, and the development of a long-term roadmap for bilateral engagement.
