Biography

As Deputy Director of the Organisation for Economic Co-operation and Development (OECD) Global Relations and Cooperation Directorate, Mr. DAHOU supports the Director in implementing the OECD Global Relations Strategy. He oversees partnerships with Brazil, China, India, Indonesia, and South Africa; OECD engagement with Africa; and regional cooperation across Eurasia, MENA, Latin America and the Caribbean, Southeast Asia, and Southeast Europe. He coordinates OECD policy support for partner countries worldwide. In his capacity as Deputy Director and Head of the China Unit, Global Relations and Cooperation Directorate, Mr. DAHOU oversees, together with the Director and the Legal Department, accession discussions with countries seeking OECD membership. He also leads work on critical minerals for sustainable growth and development, as well as connectivity along regional economic corridors.
Mr. DAHOU joined the OECD in 2006 as Senior Advisor to the Africa Partnership Forum and moved to the Directorate for Financial and Enterprise Affairs (DAF) in 2008. He served as Deputy Head of the Investment Division, responsible for asserting OECD leadership in international investment policy and responsible business conduct. Earlier roles included Executive Manager of the NEPAD-OECD Africa Investment Initiative, Head of the Green Investment Unit, and Head of Programme on Investment for Development.
Before joining the OECD, he held senior leadership roles at ENDA and co-founded the think tank Enda Diapol. His expertise includes investment, trade, responsible business conduct, and natural resource management.
