캐서린 레이퍼는 지난 27년 동안 호주 외교 및 통상부(DFAT)에서 경력을 쌓은 통상 베테랑으로, 2021년 1월, 주한 호주 대사로 임명되었다.(북한도 함께 담당) 2020년 3월부터 9월까지는 DFAT 코로나 대응 조정실 최초의 차관보로 임명되어 코로나-19 확산을 막고 정책 대응에 기여한 바 있다. 2018년 2월부터 2020년 3월까지, DFAT 유럽 및 남미국 제 1 차관보로 해당 지역 파트너십을 담당한 바 있으며, 2014년부터 2017년까지는 대만 타이페이에서 호주 대표부를 이끌기도 했다. 또한, 주미 호주 대사관에서 공사참사관(통상)(2010-2012), 제네바 WTO 호주 대표부 참사관(2003-2006) 및 헤이그 주재 호주 대사관 3등 서기관(1995-1998)을 역임하며 해외 근무 경험을 쌓았다. 호주에서는, 환태평양 경제동반자 협정(TPP)협상 개시 당시 호주 부수석 대표, 그리고 호주-칠레 FTA 협상 시 자유무역 협정과장으로 직무를 수행하기도 했다. 레이퍼 대사는 시드니대에서 문학 및 법학사를 전공했으며, 모나시대 외교・통상 전문석사과정 및 호주 국립대학 법률 실무 전문석사과정을 마쳤다. 오스트레일리아 수도 준주에서 법률 전문가로 인정받았으며, 결혼하여 슬하에 두 자녀를 두고 있다.
Catherine Raper is a senior career officer in Australia’s Department of Foreign Affairs and Trade (DFAT) with over 27 years’ experience. Since January 2021, Catherine Raper has served as Australian Ambassador to the Republic of Korea (with responsibility for the DPRK). As First Assistant Secretary, COVID-19 Coordination Unit, DFAT from March to September 2020, Ms Raper was responsible for tracking developments on COVID-19 and contributing to the policy response. From February 2018 to March 2020, Ms Raper was First Assistant Secretary, Europe and Latin America Division, DFAT with responsibility for Australia’s engagement with partners in these regions. Previously, Ms Raper served as Australian Representative (Head of Post) in Taipei, Taiwan from 2014-2017. Her overseas experience has also included Minister-Counsellor (Trade) in the Australian Embassy in Washington DC (2010-2012), Counsellor to Australia’s Permanent Mission to the WTO in Geneva (2003-2006) and Third Secretary in the Australian Embassy in The Hague (1995-1998). In DFAT Canberra, Ms Raper’s previous positions have included Assistant Secretary, Trade Commitments Branch and Deputy Chief Negotiator for Australia at the commencement of the Trans-Pacific Partnership negotiations and Director, Free Trade Agreements Section and Legal Counsel on the Australia-Chile FTA negotiations. Ms Raper holds Bachelor of Arts and Bachelor of Laws (first class honours) degrees from the University of Sydney, a Graduate Diploma in Foreign Affairs and Trade from Monash University and a Graduate Diploma in Legal Practice from the Australian National University. She is admitted as a legal practitioner in the Australian Capital Territory. Ms Raper is married with two children.
