약력
마영삼 대사는 1981년 외교부에 입부하여 35년간 외교관 활동을 하였는 바, 근년에는 주 이스라엘 대사, 주 팔레스타인 초대 대표, 그리고 주 덴마크 대사를 역임하였다. 외교부에서는 유엔 인권 사회부와 중동 아프리카 담당 국장을 지냈다. 그는 또한 최초의 공공 외교 대사로 임명되었으며,고려대 정치외교학과를 졸업하고, 죠지타운대 외교대학원에서 석사학위를 취득했다.
스포츠 분야에서 마대사는 탁구 국제심판 및 레프리로 활동하면서 국제탁구연맹의 심판위원장을 맡고 있고, 또한 유엔개발평화스포츠사무국 (UNOSDP)과 연계된 ‘스포츠와 장애인 워킹그룹’ 공동의장도 역임하였다.
2016년 외교부를 정년 퇴임한 후 2년간 UNITAR 제주국제연수센터 소장직을 맡았으며, 지금은 제주대학교 정외과에서 강의하고 있다.
Ambassador Young-sam Ma started his diplomatic services in 1981, and served as the Ambassador to Israel and the Head Representative to Palestine. His last foreign post was the Ambassador to Denmark.
At the headquarters of the Foreign Ministry, Ambassador Ma served as the Director of UN Human Rights & Social Affairs Division and the Director-General of Middle Eastern and African Affairs Bureau. He was also appointed as the first Ambassador for Public Diplomacy.
He majored in International Relations at Korea University and obtained his master’s degree at Georgetown University.
As an international umpire as well as a referee of table tennis, he serves as the chair of the ITTF’s Umpires and Referees Committee (URC). He also worked as a Co-chair of International Working Group on Sport and Persons with Disabilities, affiliated with the UN Office on Sport for Development and Peace (UNOSDP).
After retiring from the Korean government in 2016, he served as the Director of the UNITAR Jeju International Training Center for two years. Now he teaches at the Jeju National University.
