The traditional concept of state security involves the preservation of a country’s territories and the protection of its sovereignty. However, this conventional model no longer guarantees the security of the general populace in many countries. The UN has raised the issue of the Responsibility to Protect on the assumption that the individuals’
happiness and welfare should form the basis of security, rather than the traditional concept of security centered on the state, from the perspective of “security and peace for whom?”

국가 간의 영토보전과 주권수호를 의미하는 전통적인 국가안보(State Security)의 틀로는 개인이 보호되지 못하고 있습니다. 본 세션은 억압받는 자국민의 현실에 대한 국제사회의 문제의식에 의존하여 출발합니다. 유엔에서는‘누구의 안보, 누구의 평화인가?’라는 측면에서 국가중심의 전통적인 안보개념 대신 개인의 안녕과 복지가 안보의 준거가 되어야 한다는‘보호책임’(Responsibility to Protect)론을 제기합니다.
