Marco Antonio BELTRAN NAVARRO is a Counselor at the Embassy of Mexico to the ROK, where he leads initiatives on scientific cooperation. He holds a Ph.D. in Digital Innovation from the Korea Advanced Institute of Science and Technology (KAIST), where his research focused on the governance of artificial intelligence in the public sector. He also earned a Master’s degree in Digital Innovation from KAIST and a Bachelor’s degree in Environmental Engineering from the National Polytechnic Institute (IPN) in Mexico.

Mr. BELTRAN previously served as a Consultant at the Organisation for Economic Co-operation and Development (OECD), contributing to global policy frameworks on digital government, artificial intelligence, and data governance. In this role, he supported governments in advancing their digital transformation and sustainable development agendas through analytical work and international benchmarking.

Earlier in his career, he held leadership positions in environmental management in Mexico, where he coordinated environmental projects, contributed to certification processes, and led responses to environmental incidents. His experience bridges environmental policy and digital innovation, with a current focus on the intersection of artificial intelligence and sustainability, including Green AI and environmental governance.
