Biography

CHO Koo-rae is a South Korean diplomat who previously served as the inaugural Head of the Office of Strategy and Intelligence at the Ministry of Foreign Affairs of the Republic of Korea, a vice minister-level position established through the ministry’s organizational restructuring in 2024. During his tenure, he oversaw strategic planning and intelligence functions in the fields of foreign affairs and security, while leading high-level trilateral consultations among South Korea, the United States, and Japan on issues including North Korea’s nuclear program, human rights, and international security. As the first head of the newly established office, he supervised key divisions responsible for strategic policy, diplomatic intelligence, Korean Peninsula affairs, and international security, contributing to the strengthening of Korea’s diplomatic and security strategy capabilities. He currently serves as a Visiting Fellow Researcher at the Sejong Institute, where he continues his research and policy advisory activities in the fields of foreign affairs and security.
