KIM In Young is an administrative expert from Jeju who entered public service in 1990. She earned a Ph.D. in Public Administration from Jeju National University and built extensive practical expertise through major positions including Director of the Women, Family and Youth Affairs Division, Budget Officer, and Director General of the Economic Vitality Bureau.

Currently serving as Director General of the Special Self-Governing Administration Bureau, she is responsible for policies related to truth-finding and the restoration of honor for the Jeju April 3 Incident, as well as human rights policies for Jeju residents. In particular, she successfully led the entire process of establishing and proclaiming the Jeju Peace and Human Rights Charter, helping to spread Jeju’s values of peace nationwide and elevate the human rights protection system for Jeju residents to a new level.
