Biography
Dr. YOO Mihyun leads the SPC Strategic Alliance Team at the Center for Social Value Enhancement Studies (CSES). The Social Progress Credit (SPC) is a performance-based incentive model that quantifies social outcomes in monetary terms. It aims to promote the sustainable activities of social problem-solving organizations, and offers a potential approach to improving the efficiency of government budgets. Dr. YOO focuses on expanding the SPC model both domestically and internationally. She collaborates with local governments in Korea and international partners—including those in Japan—to embed social value into public systems and policy frameworks. Her work supports the localization and dissemination of social performance incentives that foster regionally grounded, sustainable social innovation. She has also contributed to building the SPC’s data infrastructure, developing evaluation frameworks, and advancing research on social value and monetary measurement. She works to strengthen evidence-based, incentive-driven policymaking that connects measurement with real-world impact, and actively promotes the SPC model to encourage adoption by other organizations. She holds a Ph.D. in Public Administration from Yonsei University (South Korea), where her research focused on institutional environments and global-local governance.
