Biography
Dr. CHOE Jonghwa is a Research Fellow at the Science and Technology Policy Institute (STEPI) in Sejong, South Korea. His research focuses on science, technology, and innovation (STI) policy, with a particular interest in Public Procurement for Innovation (PPI). He explores how public procurement can drive R&D efficiency, support innovative startups, and reduce lock-in effects in public markets. He has also conducted foresight studies on the societal and industrial impacts of emerging technologies such as AI, next-generation biotechnology, and quantum technologies. These studies aim to expand the strategic horizon of STI policy in response to rapid technological change. Currently, Dr. CHOE is leading efforts to build the Global Intelligence Network - an international collaboration platform connecting think tanks from countries with shared policy perspectives in Critical Emerging Technologies. This initiative seeks to strengthen strategic dialogue and information sharing across borders. Dr. CHOE previously worked at the Korea Institute of Public Procurement (KIP) and holds a Ph.D. and M.A. in Industrial Information Engineering, as well as a B.A. in Business Management from Yonsei University.
