Biography

Dr. Ma Sang-Yoon joined the Ministry of Foreign Affairs as the Director-General for Policy Planning in September 2016. Before he joined the Ministry, he was a professor at the Catholic University of Korea where he taught International Relations since 2003. In 2015, he served as the Director General of the Korean Association of International Studies. Formerly, he was a Visiting Fellow at the Brookings Institution and at the Woodrow Wilson Center as a Public Policy Scholar. In 2009-2010, he also served as Dean of International Affairs at the Catholic University of Korea.

Dr. Ma studied International Relations for his BA and MA degrees at Seoul National University. He was then awarded a Swire scholarship at St Antony’s College of Oxford University where he continued his studies in International Relations. He received a DPhil degree, and his thesis analyzed American policy towards Korea during the 1960s focusing on the question of democracy in the country. His main areas of teaching and research include East Asian international politics, US foreign policy, Korea-US relations, and the history of the Cold War.


마상윤 박사는 2016년 9월 외교부 정책기획관으로 부임하였다. 외교부 입부 전, 마상윤 국장은 2003년부터 한국 가톨릭대에서 국제정치학을 가르쳐왔으며, 2015년에는 가톨릭대 국제학부 학부장을 역임하였다. 2015년 한국국제정치학회 총무이사를 지냈으며, 2011~2012년에는 브루킹스 연구소(Brookings Institution) 방문학자, 우드로윌슨 센터(Woodrow Wilson Center) 공공정책학 연구학자를 지낸바 있다.
마상윤 국장은 서울대학교에서 외교학 학사와 석사 학위를 취득하였으며, 그 후 옥스포드 대학교에서 1960년대 미국의 대한(對韓)정책에 대한 논문으로 국제정치학 박사 학위를 취득하였다. 그의 주된 관심사는 동아시아 국제정치, 미국의 대외정책, 한미관계, 냉전사 등이다.
