Biography
Captain Martin is a veteran naval officer with 35 years of service in the Royal Malaysian Navy. During his service, he commanded several ships, including offshore Islands in the South China Sea. He was later appointed as the Desk Officer for UN Peacekeeping Operations and was eventually seconded to the UN Mission in Morocco. On return, he attended the UN Peacekeeping Instructor Course at the UN Staff College in Italy. Captain Martin served in the UNHQ in New York for three years as a strategic planner for UN Peacekeeping Operations where he was Team Leader for West Africa Missions and the focal point for counter-piracy operations. He established the Maritime Planning Cell in the UNHQ. Upon returning to Malaysia, he served in the Malaysian Maritime Policy Think Tank for nine years. On completion, he spent three years as a consultant with the United Nations Office of Drugs and Crime (UNODC), where he led the publication of the 10-year strategic plan for the Malaysian Coast Guard. Concurrently, he was a senior consultant for Global Fishing Watch and the European Commission for ASEAN Maritime Studies. He founded the Centre for Global Peace Solutions (CGPS) and is currently the Director of CGPS.
