Biography

Dr. HAN Deukhoon, born in 1970 in Seoul, is Director General for International Cooperation Division at the Korea Maritime Institute (KMI), Korea’s only national maritime and fisheries policy research institute under the Prime Minister’s Office. He oversees the KMI Center for International Development Cooperation, designated as the official ODA implementing agency by the Ministry of Oceans and Fisheries (MOF), and supports the planning, monitoring, and implementation of its 40 grant-based projects. Dr. HAN’s main areas of expertise include international ocean governance and regulations, marine environmental policy, and strategies to combat IUU fishing. He has led key international projects such as the fisheries master plan KSP in Sri Lanka and Equatorial Guinea, capacity-building for Senegal’s ENFM (2016–2018), training ship delivery to Vietnam Maritime University (2020–2021), Ghanian women’s fishery value chain development Project (2023–ongoing), and the CAPFISH Project with the World Maritime University to combat IUU fishing (2021–present). He is the author of A Study on International Fisheries Regulations and Responses and A Legal Review of the Distant-Water Fisheries Act for IUUF Response. In 2020, he was honored with the Ministerial Award from the MOF.
