Biography

Former Executive Director of the Japan Center for International Exchange. After 10 years with the Hyogo Prefectural Government, he joined the Japan Center for International Exchange (JCIE) in 1988. In 2024, he finished work at JCIE and became a visiting professor at KUIS. He currently serves as an expert committee member for the Ministry of Education, Culture, Sports, Science and Technology (MEXT)'s Central Council for Education, Japanese Language Education Subcommittee and others. His publications include "Japan's Immigration Policy Opened by Local Governments" (2024) and "Japan’s Downfall by Declining Population" (2023). He graduated from Keio University and the Graduate School of Public Administration at Evergreen State College in the USA.
