Dr. Seon-Joo KIM is an associate professor of college of future & convergence and vice provost for office of strategic planning, Pukyong National University, Busan, ROK. Dr. KIM worked as a resource person in qualifications recognition and implementing the 2011 Tokyo Convention, establishing NICs, and facilitating the cross-border mobility in Asia-Pacific from 2014 to 2018 and an evaluator for final evaluation of UNESCO’s higher education project (KFIT) from 2023 to 2024. She was responsible for developing, implementing, and monitoring/evaluating CAMPUS Asia program in Korea (2012-2018) and ASEAN Plus Three Guidelines on Student Exchange with Quality Assurance (2013-2017). Additionally, Dr. KIM is currently conducting a diverse evaluation for public institutions of Ministry of Education and public corporations of Ministry of Planning & Finance. Her research interest includes international cooperation in higher education, performance management of public institutions, entrepreneurship competency, program evaluation, and human resource development.
