Biography

Dr. Sam Man CHUNG, after graduating from the ROK’s Naval Academy in 1981 and until his retirement in 2012, had finished successfully key positions such as commanding officer of 151 PKM Division and PCC-758 (combat patrol ship), missions of developing ROK’s naval maritime strategy and teaching billet on strategy at the ROK’s Naval War College. From 2005 to 2008, while serving as the Naval Attaché in Washington, D.C., his active efforts in expanding the diplomatic horizons of the Korean Navy were recognized with a Legion of Merit from the U.S. government. After retiring, he began working at the Korea Institute for Maritime Strategy in 2017, where he has been conducting in-depth research primarily on strategies such as gray zone strategy, national maritime strategy, maritime security strategy, national security strategy, and military strategy.
