His early education at La Salle Greenhills provided a strong groundwork for his future in leadership. Further honing his understanding of political systems and governance, Rep. Tonypet pursued his higher education at the University of California, Los Angeles, where he earned his Bachelor of Arts in Political Science.
Rep. Tonypet has proven himself a natural leader, making a difference in both public service and the private sector. He first took a step into public life as the Vice Governor of Isabela, a post he held from 2013 to 2019. During this period, he also led the League of Vice Governors of the Philippines, widening his positive impact.
His leadership didn't just shine in public service. He also played a significant role in the media industry, serving as the President and CEO of RPN-9. Now, he contributes to society as the Chairperson of the Philippine Red Cross, Isabela Chapter, reinforcing his commitment to helping others.
In the 19th Congress, Rep. Tonypet serves as Deputy Speaker. His dedication to improving society is manifested in his support for important bills that focus on modernizing agriculture, improving public health, developing youth, and generating jobs.
He proposed notable bills such as the Philippine Corn Research Institute Act, aimed at boosting corn research and production; the Philippine Medical Cannabis Act, to help patients with severe medical conditions; the Motorcyclesfor-Hire Bill, for a more affordable and practical transport alternative; and the Medical Rehabilitation Standards Act, for better rehabilitation medicine practice.
In a continuing effort to uplift the lives of his constituents, he spearheaded Republic Act 11882, which increased the bed capacity of the Gov. Faustino N. Dy, Sr. Memorial Hospital, and introduced measures to improve access to the judicial system by creating more courts. In addition to all these, Rep. Tonypet continues to work tirelessly to secure necessary funds for public infrastructure expansion and community development in Isabela.
Amid his numerous roles and accomplishments, Rep. Tonypet holds one role closest to his heart – being a father. He is profoundly devoted to his daughter, Alleanda Lucia P Albano, a testament to his balanced life that cherishes personal responsibilities just as much as public ones.
