KANG Chang-min received his Ph.D. in Public Administration from Kyung Hee University in 2002 and joined Jeju Research Institute in 2005. The main research areas are local administration and self-governing system. Especially, Jeju Free International City and Jeju Special Self-Governing Province have been actively researched with great interest in improving the system. In 2021, he served as a member of the Special Committee on the Autonomy, Decentralization, and Balanced Development of Sejong and Jeju. He contributed to the creation of the decentralization model of the Jeju Special Self-Governing Province. In 2023, he served as vice chairman of the Korea Policy Analysis and Evaluation Society.
