Biography

CHO Yong ho has worked at the Ministry of Government Legislation for 34 years, drafting and reviewing laws in the areas of local autonomy, environment, finance, and education, and reorganizing the legal system in line with changing times. He also wrote a drafting manual that local governments in Korea must adhere to when drafting self-governing laws and conducted over 2,000 legislative consultations. Recently, he has been contributing to the preparation of legislation to legally support a high degree of autonomy for Gangwon Special Self-Governing Province, including Jeju Special Self-Governing Province. Local decentralization focuses on research to expand the authority of local governments to the federal level with the belief that it will improve the quality of life of residents through competition between public goods provided by local governments.
