Biography

Professor Hyeyoung CHANG earned her Bachelor's and Master's degrees in Political Science and Diplomacy from Chung-Ang University and a Master's and Ph.D. in Comparative Politics from the Department of Political Science at the University of Southern California. She is a faculty member in the Department of Political Science and International Relations at Chung-Ang University. Professor CHANG researches urban politics, international development cooperation, public diplomacy, and democracy. She also serves as a participating professor in the Graduate School of Parliamentary Studies at Chung-Ang University, where she is responsible for graduate education to enhance the expertise of female local council members and legislative support staff. Her academic interests lie in donor accountability in international development cooperation, the devolution process, and cities' global roles. Her current research is on the devolution process in the UK, the development of City-Regions, the formation and development of Combined Authorities in England, the international roles of cities, and public diplomacy. From 2018 to 2022, Professor CHANG served as a Committee for International Development Cooperation member at the Office for Government Policy Coordination. She is also the editor-in-chief of the Korean Party Studies Association, a research director at the Korea Academic Council on the United Nations System. a deputy program manager for the KF Global e-School program, PM for the KF Public Diplomacy Academy, a member of the Presidential Commission on National Cohesion, and a civilian advisor for the Ministry of Foreign Affairs Consultative Committee on Grant program.
