Biography

Mr. Shim Yoon-joe has been teaching at the Graduate School of Politics and Leadership in Kookmin University as a visiting professor since August 2016.
He was a member of the 19th National Assembly of the Republic of Korea representing the ruling Saenuri Party from May 2012 to May 2016. He served as Vice Chairman of the Foreign Relations and Unification Committee in the National Assembly, where he devoted himself to the enactment of the “North Korean Human Rights Act,” passed in March 2016.
As a career diplomat, he served in Austria (2008-2011) and in Portugal (2004-2006) as Ambassador. In Austria, he also served as Representative to the United Nations in Vienna, including the IAEA, and to the OSCE. Before these appointments, he served in Washington, D.C. as Political Counselor, and in Tokyo as First Secretary.
During his assignments in Korea, Mr. Shim served as Deputy Minister for Political Affairs (2006-2008), Director-General for the North American Bureau (2002-2003), and Director for the Northeast Asia Division (1995-1996) in the Ministry of Foreign Affairs and Trade. He also worked for the Presidential Office as Secretary to the President for Foreign Affairs and Trade (2001-2002).
Mr. Shim stayed in Beijing (2011-2012) as a visiting scholar at the School of International Relations in Peking University.
Mr. Shim majored in international relations at Seoul National University and joined the Ministry of Foreign Affairs in 1977.
