Mr.Yang Young-Chul was born in Seogwipo-si, Jeju-do, and served as a professor of public administration department at Jeju National University for 34 years. After retirement, he is carrying out core national projects in the fields of hi-tech, education, medical care, and tourism for the development of Jeju as the chairman of the Jeju Free International City Development Center(JDC). Chairman Yang, Young-Chul has also worked hard to strengthen local autonomy, such as serving as the chairman of the autonomous police task force of the Presidential Local Autonomy Development Committee and serving as the president of the Korean Association for Local Government Studies. He is also interested in the field of donation and charity, and served as the operational chairman of the Kim Man-deok Memorial Foundation. He wrote a book which is about the story of Patrick McGlinchey, who made an outstanding development in Jeju just like ‘the miracle of five loaves and two fish’ in the Bible. His enthusiasm about the Jeju and a society for coexistence will be continued.
