Space Diplomacy of Korea in the “New Space” era and Global Space Race

Biography

Dr. Jung has been lecturing in space law, history of space activities, space defense policy, and so on as a professor at the Korea National Defense University since September 2022. He had worked for the Korea Aerospace Research Institute from October 2009 to August 2022, being in charge of space law, space policy, and international cooperation. Since 2010, he has been appointed a member and legal adviser of the Korean delegation to the UN COPUOS Legal Subcommittee, the sessions and a diplomatic conference of the UNIDROIT for drafting and adopting Space Asset Protocol. Dr. Jung has been a member of the Korean delegation to many international governmental organizations such as OECD, ITU, MTCR, etc. Especially, he has participated in the Open-Ended Consultations and Multilateral Negotiations of the Draft International Code of Conduct for outer space activities and UN GGE on the Prevention of an Arms Race in Outer Space. Dr. Jung has been participating at the UN Open-Ended Working Group on Reducing Space Threats, and since April 2022 he was on the Panel of Experts for Space-Related Disputes, Permanent Court of Arbitration.
