Amb. Houlan Yang began his term as the Secretary-General of the Trilateral Cooperation Secretariat in September 2015. He joined the Ministry of Foreign Affairs of the People’s Republic of China in 1982. A career diplomat of 40 years, Amb. Yang previously served as Director of the Department of Asian Affairs, Ambassador Extraordinary and Plenipotentiary to Afghanistan, Ambassador for Korean Peninsula Affairs, Ambassador Extraordinary and Plenipotentiary to Nepal, and Ambassador Extraordinary and Plenipotentiary to Myanmar.
