Hyun Eul Saeng was appointed as a local administrative official in 1974 to devote 40+ years to public service in Jeju until she retired to work for the local culture acceleration as a chairman of the Seogwipo Culture and Urban Promotion Committee. During her public life, she was mainly responsible for decentralization, environment, and cultural administration, serving as Jeju Administration Director, Jeju Special Self-Governing Province Planning Director, Environment Director, and Mayor of Seogwipo. She also contributed to the solid identity of Jeju with her artworks as a photographer during and post public life. She holds a Ph.D. in Public Administration from Jeju National University and was awarded the Order of Service Merit in 2017.
