Biography

Park Ki Gwan was born in Seoul on October 7, 1965. Park served as chairman of the Korean Local Autonomy Association (2021) and is currently a professor of Public Administration at Sangji University. Park conducted education and research for lifelong local autonomy and decentralization. While serving as president of the Korean Local Autonomy Association, policy alternatives were proposed to solve major problems of Korean local autonomy. He also served as a member of the 20th Presidential Transition Committee's Special Committee on Balanced Regional Development. This committee established tasks for state affairs and practical tasks for the decentralization and balanced development of the new government over the next five years.
In particular, Professor Park made great efforts to develop local autonomy in academic societies, universities, the government, and civic groups. Even now, problem-solving and policy alternatives for balanced regional development are presented. And he has also been working on a campaign to establish this decentralization.
Books include "The Theory of Local Government Function" (2000), "The Theory of Government Administration" (2010), "The Theory of Korean Political Administration" (2015), "The Theory of Intergovernmental Relations" (2020), "The Theory of New Local Government" (2022), etc.
For these achievements, the Ministry of the Interior and Safety won the best thesis on local autonomy, the best academic award of the Korean Local Autonomy Association, and the Ministry of the Interior and Safety award for regional development. It was also published in the world's top three life dictionaries(Marquis Who’s in the World 2015. U.S.A)."
