Byung-Joon Kim obtained a doctorate in political science from the University of Delaware, USA, and is currently a professor in the Department of Public Administration at Kookmin University. He majored in urban administration, local administration, local autonomy, and policy studies, and pioneered the fields of local autonomy and decentralization in Korea. He served as the head of the Presidential Policy Office, the Deputy Prime Minister, the Minister of Education and Human Resources, etc. And he is a chairman of the 20th Presidential Transition Commission, Special Committee for Regional Balanced Development.
