Biography
Rouslan Kats joined Global Affairs Canada in 2009. At Headquarters, he has served as Liaison Coordinator for the 2010 G8 and G20 Summits and then spent two years working on commercial relations with Europe and Eurasia, focusing on bilateral commercial relations with Eastern European and Central Asian states. Overseas, after working at the Embassy of Canada in Warsaw as Trade Commissioner in 2012-2014, he served as Political Officer and acting Political Counsellor at the Embassy of Canada in Kyiv in the post-Maidan Ukraine in 2014-2015. In 2015-2017, he was posted as Commercial Counsellor and Senior Trade Commissioner at the Embassy of Canada in Bern. He then returned to Ukraine where he assumed the functions of Head of the Political and Public Affairs section at the Canadian Embassy from 2017 to 2021. He started in his new role as the Head of Political, Economic, and Public Affairs at the Embassy of Canada in Seoul in September 2021. Before joining the Canadian Foreign Service, Mr. Kats worked for three years for the Ministry of Culture and Communications of Quebec. He is a graduate of McGill University, Montreal (B.Sc. Physiology) and has completed research work at Université Laval, Quebec City (M.Sc. Experimental Medicine).
