박병환 소장은 1956년 서울에서 태어나 1985년 외교부에 입부하였다. 주러시아 공사, 주이르쿠츠크 총영사, 주우즈베키스탄 공사 등을 역임하고 2016년 퇴직하였다. 현재 한러 관계를 포함한 외교 이슈 및 국제문제에 대해 언론 등에 기고하고 출강하고 있다. 저서로는 <한국 외교에는 왜 러시아가 없을까>(2020), <나침반이 잘못된 한국 외교>(2021), <시베리아 개발은 한민족의 손으로>(2009) 등이 있다.

Byonghwan PARK was born in Seoul in 1956. He joined the Foreign Ministry of the Republic of Korea in 1985. He served as Minister of the Korean Embassy in Moscow, Consul General in Irkutsk, and Minister of the Korean Embassy in Tashkent. Since he retired in 2016, he has been writing on diplomatic and international issues including Korean-Russian relations. Among his works are (2020), (2021), and (2009).
