Biography

Byonghwan PARK was born in Seoul in 1956. He joined the Foreign Ministry of the Republic of Korea in 1985. He served as Minister of the Korean Embassy in Moscow, Consul General in Irkutsk, and Minister of the Korean Embassy in Tashkent. Since he retired in 2016, he has been writing on diplomatic and international issues including Korean-Russian relations. Among his works are <Why Russia has no place in South Korea’s foreign policy?>(2020), <South Korea’s diplomacy is navigating without a compass>(2021), and <Siberia could be developed by Koreans>(2009).
