Biography
Amb. OU Boqian is the Secretary-General of the Trilateral Cooperation Secretariat. She graduated from China Foreign Affairs University and received a Master of International Policy and Practice from Elliott School of International Affairs, George Washington University. She joined the Ministry of Foreign Affairs of China in 1989 and served in different positions at the Department of African Affairs, Information Department, Policy Planning Department, and General Office. Her career in her early years also includes posts at overseas missions of China in Uganda and Australia. She became Ambassador Extraordinary and Plenipotentiary of China to Grenada in 2013 and was Vice President of the Chinese People’s Institute of Foreign Affairs from 2017 to 2021. She took office as Secretary-General of the Trilateral Cooperation Secretariat in September 2021.
